Acquisition
The Recipe Scroll for the Magic Food Pouch can be obtained by traveling to Winterhold Chambers and taking the door to the right. Continue through the short walkway and take the door at the end to reach the [Winterhold Chambers] Moonlight Terrace. There you can find the Chest containing the respective Recipe Scroll. (Map Link)
The Magic Food Pouch may be crafted through the Anvil at Gideon's Camp.
Magic Food Pouch is not directly dropped by Enemies.
Usage
The Magic Food Pouch restores Cooking items when they are consumed, up to 5 times, and will automatically recharge when the player rests at a Bonsai or dies.
