The Tempest Ring can be found in a Chest at [Hollow's Pass] Insurgent's Outpost. (Map Link)
From the Bonsai, head into the outpost and make a right. There will be a bonfire where you can find the Chest.
Tempest Ring is not directly dropped by Enemies.
