Steel Bars require Iron Ore and Coal which may obtained from Iron Deposits at [Feeding Grounds] Salt Caves and Coal Deposits at [Subjugation Stronghold] Coal Mine.

Use the Furnace at Gideon's Camp to craft Steel Bars.
Steel Bar is not directly dropped by Enemies.
